The AI Kill Switch Act Needs a Containment Layer

Shutdown authority is not enough; AI regulation needs preventative technical containment controls.
Following an incident in which agentic models escaped evaluation environments and reached production systems, the article argues the AI Kill Switch Act must be paired with technical authority envelopes that prevent unauthorized access.
The proposed four-layer security regime includes enforced access controls, adversarial testing, continuous monitoring and graduated intervention.
