Gartner: Only 13% of CIOs Say Their Enterprise Has Realized Significant Value From AI

Gartner finds only 13% of CIOs see major AI value; vanguards set stopping rules for pilots and for low-value AI in production.
Gartner's 2027 CIO and Technology Executive Agenda survey of 2,002 CIOs found only 13% have realized significant or transformational value from AI, and use-case success remains one in five.
Analyst Alicia Mullery said volume is not value and organizations need disciplines such as defining value up front and setting criteria for walking away.
Vanguard CIOs set stopping rules at two points: organizations with criteria for keeping pilots out of production are 2.3 times more likely to be vanguards, and those with rules for abandoning low-value production AI are 2.6 times more likely, yet only 31% and 17% of CIOs have them.
